Depending on your area, fill it up with perennials. Given it is run-off, it is probably not wet all the time. If it is, plant a rain garden. You'll find how to on line.
We had the same problem. Could not mow the steep sides, so we put in rip rock (about fist size) and now we no longer need to worry and the road crew sill not mess it up every time they mow. I can spray with vinegar if anything comes up that I do not want and I plant wildflowers scattered through it.
I would suggest surrounding it with flowers Good luck!!
