I had this problem with my kitchen rug. I fixed it with a tube of caulk from the Dollar Store. Just turn the rug over and outline the edges with the caulk. I put a couple of extra stripes at the front and back end of the rug. Let dry over night and no more slipping rug.
IKEA has a rubber roll mat to stop your rugs slipping too. You get a big amount for a small price.
I found some carpet tape that has good adhesive. I applied it to the back of my hallway and entryway rugs. It is so adhesive that I can vacuum the rugs and they stay put.
Get 2 self Adhesive Vinyl Tiles
Cut them in half diagonally.
and atttache to the 4 corners of the rug.
the weight and stiffness will help keep it from crumpling

I use "easy liners" (shelf liners) like this under them. They never slip, it lays flat its cheap and it can be easily washed and is waterproof.
What about throw rugs on top of carpet? We use those rubberish things,but they still crawl over the floor carpet.
I bought a roll ofshelf paper that's kind of like foam, its got nap to it, it isn't flat, and it keeps my small rug from sliding.
