If you can sand it down so that it's a porous surface, you can paint a solid color of your choice, then get two shades of paint lighter, then darker and squirt a few circles of each onto the same paper plate, then add a circle or two of your main color. Take a sponge, lay on plate, pick up without moving paint, then blot on the painted counter, repeat till surface is covered and will look like marble in your color choice. If your colors start to look a bit muddy, throw that paper plate out and squirt a few circles of each color on a new one, rinse out your sponge and continue.
It just so happens that I did this to my laminate ugly emerald green bathroom vanity just a couple of years ago! I first made sure it was clean. I painted it with Zinser 123. The next day I painted another coat of the primer, Zinser 123. The next day I painted it white with regular satin finish paint. I used a small roller and a small trim brush. The next day I took a sponge and just dabbed on some pearl white semi gloss paint. The next day I sealed it with MinWax Polycrylic. After drying in between coats I sealed it two more times. It still looks so pretty. It looks like white marble. I also did this to the tiled surround on my bathtub. I took my time. I didn't rush the process and it paid off in the end. I hope this helps you. I took my countertop out to the garage and did 3 coats of a textured spray paint. Then sealed it with 2 coats of rust-oleum triple thick polyurethane. It turned out fantastic and it's easy to clean as well!
