Lazy Susan hardware is available at most home centers and then you can attach it to most any surface. This one from Lowes is $6.97. https://www.lowes.com/pd/Richelieu-Gray-Cabinet-Lazy-Susan-Swivel-Plate/50146394. You can search "how to build a lazy susan" on google (without the "") and get lots of instructions...here's one http://www.ronhazelton.com/projects/how_to_build_a_lazy_susan. If you don't have a way to cut the circle, try a precut small table top, metal tray, etc. You can do it!

Be sure to put some ball bearings in a casing underneath, the ball bearings will help it turn much smoother. No kit? Use regular piping for the shelves to hang on.
You can buy round circles already cut out at HD in the indoor lumber section by the decorative moldings. Then of course, attach the lazy suzan hardware and voila!
