You can use a dremmel!
dremel tool with diamond coated saw disks.....under trickling water or diamond drill bits for holes---again under trickling water
Place masking tape where you want to cut the put. draw a line where you want to cut using a dremel tool with diamond cutting disk. if the pot is very small you might not need to cut it under a trickle of water. If it is a larger pot the you will need to cut it under a trickle of water to keep the cutting disk and pot cool. if the pot over heats it might crack where you don't want it to.
Similar idea to the Dremel tool, but if the pot is large and thicker walled, I would use an Angle grinder fitted with a CUTTUNG DISC> Do not use water - it is not good near electricity!!
