if it's on your patio (concrete etc.) maybe some light spray adhesive? Just on the edges so you don't have as much cleanup in the future if you decide to change it out... that would keep the EDGES down and wind can't blow it if it cannot get UNDER it.

Nail it or screw it down.
If this is on a deck apply double sided tape. Some of that stuff is almost impossible to remove.
If you want something that is removeable how about velcro?
