Lightly sand to remove any gloss. Prime with a stain blocking primer like Zinsser 123. Then paint with your color.
With a little sanding, a good latex primer should stick well. You can test it on a lower down piece of the wall first before priming the whole wall. Then apply your color of choice. Good luck!!

Remember--Anything can be painted. It's all about the prep and proper paint for whatever you're painting.

All the above methods are correct, if you use a flat paint and want design try a stamp over the paint to look like wallpaper Hobby stores have them in all sizes and designs it can be gorgeous and cheap I did fluer de Lis in gold over ecru paint, ceilings can be matched for a designer effect keep it monochromatic.
Here is the best primer for this project that I know of! It's a bonding primer, no sanding necessary, goes on smooth and water clean up! Thank you all for your responses...now I guess the next question would be.....should I paint the bottom half darker or lighter? I only plan on going up half of the wall with paint. Also going to paint the ugly floor....need heeeellllppppp!
