When you say a "rocker switch" do you mean a "Decora" style? Maybe something like this would work. It is a child-proof cover. I found it by googling for the phrase "locking decora":

I would fabricate a cover out of a plasiic box that would cover both switches and use the two screws to attach it. Poke/drill a small hole over each switch to insert a pen/pencil to turn them on or off.
good idea from William. you could probably use a plastic food storage box style container- a clear one, use a small tube of silicon caulk to hold it to the wall if you don't want to use screws. there are manufactured covers as well that need a key to open the box. I see them all over my place of work, as the halls have their own thermostat.

Could you hang a lightweight canvas with a print or painting over it. The canvases are really cheap. I don't know how high up the wall your switch is, but if you hung a lightweight picture over it , it wouldn't be a hardship to lift it off when YOU need to use the switch.
I just used a wide clear packaging tape. I put a piece over the rocker but not the wall. No one notices it being there.. works great...
