I used this technique when painting decoratively on wood years ago. I had a much lengthier answer but somehow deleted it. It is using a dry paint brush with little paint that you rub onto a dry painting surface. Think like putting blush on your face. There is some more detail on Wikipedia

Hi Barb! Liz here from SimpleDecoratingTips.com. The term dry brushing is talking about a way to apply a thin coat of paint to a surface that doesn't completely cover the surface. Check out this post I wrote about making a kitchen island feature. In it, the homeowner created a barnwood effect by dry brushing on a thinned out latex paint and then sanding the wood. It turned out awesome!

Dip the tip of your brush into the paint, wipe off with paper towels, lightly 'paint' your furniture or wood piece with the brush. It is a very light touch with a brush with very little paint. Seriously, light touch, very little paint.
