I cannot see why not as cupcake liners are thin like tissue paper.
Not too thick. A lot of Hometalkers have Mod Podge all kinds of paper, even photos. You may need to flatten he corrugations a little. Sounds interesting. Please post your project. Would love to see it.
I think it should work as well. Maybe try adding heat and pressure in order to flatten out the liners after you apply mod podge. Please keep us updated on how it comes out!!

I just used mod podge on a regular piece of paper to attach it to a sign I made. It should work just fine on cupcake liners.
