You can try using nail polish remover- just use a cotton swab and dab the ink away!
You can also decoupage over it to cover it up with a new paper or design of your choice.
I'd be careful about using nail polish to remove the ink--I wonder what it does to the paper? If you are trying to brighten up the cover and depending on what material was used to cover the book, you might try 'washing' it with a damp but not soaking wet sponge. If it's paper cover you might want to recover the boards with paper that you would find in Hobby Lobby, AC Moore, etc. You will find this process to be fairly easy. Remember that less (glue) is usually more... You Tube is a great place to look for tutorials. While you are cleaning up your old book, be sure to brush each page gutter with a very soft brush; often hake brushes are used to do this. Be sure to put a piece of scrap paper or old phone book paper under the spine of the book to catch what you brush out... Old books reveal many secrets when they are being cleaned up! Have fun!
You could try a permanent marker in the same color as the page and color over the writing. I just did this on the inside of a journal to remove the old date I put in it years ago with pen and worked pretty well. I then wrote over it with the new date and you can hardly tell its redone.

I have to ask why you want to do this?
Simple, just put a piece of paper and iron the wring on the book.
It will disappear the writing I mean.
