Scrape off any peeling paint. Sand the scraped off areas to feather/blend with the wall. Prime with Zinsser 123 primer. Then paint with your color.

Your welcome! I painted my daughters manufactured home walls. She hated the fake printed plastic panels and seam molding. I removed the seam molding, patched with drywall patching compound, sanded smooth, primed and painted.

Another idea I hadn't considered was the seam molding - didn't know what to do with them. Your idea is perfect! Thanks again

You can also use kilz, it's a primer that will stick to vinyl. Lowes carries it and they even carry the paint with it already mixed in , you can get it in any color you want. I painted my cousins whole house with this and it works great. I've been painting for over 40 years and this stuff if amazing

Go to www.royalchalk.com Just took a class there and you will love it. There is no stripping or prep work in order to paint . It lasts and I was so very impressed at the results. You can paint just about anything with this paint. Read up on it and try it. You will be as impressed as I was

Most vinyl wallpaper will peel off leaving the paper & paste residue which can be washed and scraped off with hot water and fabric softener. If you can't peel it off, wash the vinyl with TSP which prepares the surface for accepting primer then paint. ( I too remove the molding strips then fill with joint compound. ) Best of luck.
