Use a sanding sponge and go over the whole piece thoroughly. Clean it off with a clean cloth and then apply your new coat of paint. If you want to paint over the dresser with chalk paint then you should be able to paint over the wax itself. Good luck!!
You will have to remove the wax first,clean,lightlysand,prime with kilz or zinser,allow to dry,paint,allow to dry and seal with a non-yellowing polycrylic.
Yep, sand with a sanding sponge, clean up with vinegar/water mix (wipe quickly, don't let it get WET) and dry it. Chalk paint goes over everything! Use a wax or non-yellowing poly in satin or flat. FUN and EASY

Hi Marilyn- I have painted over a waxed, chalk-painted finish without removing all the wax and priming. I literally just cleaned it off, wiped it down with a steel wool pad to remove any gloss, then painted with my new paint color (also chalk paint). But, there are lots of new paints out there that are not chalk paint that have a primer/sealer built right in. So even if you don't want to use chalk paint, there are plenty of other options.
