Buy good silk flowers. Dip them in stiffner you can buy at a craft store. Follow directions on the bottle. They come out beautiful and look exactly like porcelain.
Sculpy is a polymer clay and they sell a porcelain clay. shape the clay and bake in oven on low for about 20 minutes. it can be painted if you want. you can get it at walmart, michaels, hobby lobby etc
I have good luck using polymer clay which i see someone else already suggested. There is also a chalk paint method to use on silk flowers. See link. Happy Crafting.

mix up plaster and water to a thin consistency dip fake flowers into the mix gently shake off excess and let dry.
