I've always shot the holes with Horse Fly Spray. You may have to do that a couple of days to get them all but it kills them. I've also listened to how deep they are in the wood and drilled a small hole at the deepest end of the tube and shot horse fly spray in there and in the front. Gets em all. Then I close the hole openings with wood filler, sand and paint or coat with stain mixed with boiled linseed oil. They hate it. You can get ready made Horse Fly Spray from any Farm Supply store.
Fill the holes with wood putty then paint them white, the bees get confused and should fly away. You may have to apply a couple of times but it should work. Good luck!
I actually shot some WD40 down into the hole until I could research the best way to get rid of them. Guess what? WD40 did the trick!
Spray the bee with hairspray! It freezes them and they drop to ground. Hit them with the fly swater and throw them away.
