They appear to be dwarf roses,however the pictures are not close up enough to determine the varieties.
We used to call them bush roses There are carpet roses and drift roses which do the same thing.

They look like the knock out roses to me too! They are fast-growing and smaller than traditional rose bushes and can be shaped. Easy to grow too!
Look like knock out variety, but to be certain ask the ground keeper I'm sure they'll tell you the variety and possibly where you can buy them...good luck.
I concur. These are knock out roses. We have them here in the retirement community I manage because of their color and low profile.
I think they are Knock Out roses, too. They main low height but grow outward. No need to deadhead or provide a lot of care. They come in great colors, too. It's a wonderful rose for individuals who have less than green thumbs!
Knock out roses are great but they get tall. Drift roses are like knock outs but stay low.
My knock out rose bushes are huge and grow super fast, but they are hardy. I have the brownest thumb of anyone!
Carpet and drift roses stay lower than knock outs.
