If the black line is a scuff mark left by a shoe - either a tennis ball or white soled tennis shoe rubbed on the line will remove it. Mr. Clean eraser will also take it off but be forewarned, it will also remove the shine.
Our church community center uses tennis balls on the ends of dowels which seem to work well and don't cost anything at all, except elbow grease.
