I would suggest E6000 or one of the Gorilla Glues.
Be careful with Gorilla Glue. It expands, so use it sparingly.
When grouting use grout with sand.

Try marine silicone. It dries clear and it is non toxic for the birds. You could also try aquarium silicone but it costs more and is actually just marine silicone anyway. You can get marine silicone at the hardware store.
I use 100% clear silicone. After it has all dried, I then grout it all with the same grout used when tiling a floor. Once the grout has dried, I use a grout sealer on it. I haven't done a bird bath yet so I don't know if this would be sufficient since it would have standing water in it. I have done several pieces of furniture that I do use outside and they have held up well so far. I do put them inside during the winter months though.
I don't have any suggestions on the glue..... but wanted to say what a great idea to use those dishes for a birdbath....... are you hanging it or putting it on a stand?? The reason I ask is I have one on my house and would love to use it for something useful!'
