It really depends on what area of California you are in, different varieties work in different locations, but over all peonies prefer cooler weather than we can offer them here in CA. If you've got the time and patience to give to them, talk to your local garden center,. If you don't have a good garden center in your area try talking to a homeowner who has a beautiful garden, most gardeners love to share information. Also check to see if there is a local garden club that may be of help. Sunset Magazine's gardening guide can be of great help.
If you don't have snow in your area, then put ice around the plant during the winter.
