Do you actually want a rack, or simply storage? Other than storing them on a computer you can store them in a binder; you can buy the CD/DVD plastic pages that are similar to photo pockets. It takes up so much less room, and you can decorate the binder. You can then get rid of the jewel cases.
I store mine in the little plastic milk crates. They're the perfect size to store them with titles exposed and can be stacked.
Check out your local thrift store for donated book cases. SW has mis-tints for very little money. You can sand, paint, and have a wonderful new storage piece. Good luck.
