Inside or outside?
I would use a spray adhesive. For a temporary glue up, spray the glue only on the glass. For a permanent glue up, spray both the glass and the burlap, wait till they are both tacky to the touch, then carefully lay the burlap on the glass.

I work a lot with E 6000 Industrial. It is super strong, dries and sets up fast and cures quickly. It will stay put a wherever you glue it, that's for sure. It's effective for all types of surfaces. I highly recommend it.

What ever you choose to use make sure that the glue will dry clear.
It really depends what you are trying to do. If you are trying to glue ribbons, hot glue or E6000 works great. If you are trying to glue sheets of burlap you can try spray glue. I've found some made by Elmers that worked for me.
