I would wait until the mulch dries out.
Do you have mushrooms or other spore plants? Let it dry. No problem..s ....?.. do it damp
We do not get snow here (ok it snowed once for three days) but I would say yes because mulch is about keeping moisture in the ground over the summer and preventing weeds so the more mulch you have should result in less maintenance long term. The best people to really ask are your local garden supply stores, but I say go for it.

Hey neighbor, I'm in Franklin. I think you can just put down more mulch. After all, the old mulch is just going to get wet again. Trying to just put mulch down when everything is dry means waiting until July when it seldom rains. Then it is too hot and too late to keep the plant roots cool. Have fun, I'm not ready to start spring chores yet. I haven't finished the indoor winter projects yet. February was too nice.
