My brother, in Mesa, is looking for a small shrub or tree - help pls!

This will be in his front yard and he has desert landscaping. Already has a couple of palms and several cactus. He would like something with flowers, would a jackaranda tree grow there?

It will grow in his location ,however how much growing room is there for tolerate the large root system?
Just a small residential lot, it is probably a 25x50 front yard.
We lived in El Centro, CA for many years. One of my favorite trees was the desert willow. It has flowers, and grows into a beautiful shape with almost gnarly branches.
A tibouchina tree would be lovely.it has deep purple flowers.
