Are you starting by seed or actual plants?
If you're starting from seeds, start them indoors 6-8 weeks before your local last frost date. (Which is somewhere around this time of year). Happy planting!

You can also check with your local garden center. They should be able to tell you when your area is safe from frost.
Here in NW Arkansas, we put our tomato plants out when the mimosa trees start to leaf out.
Tomatoes from last summer can survive over the winter with a littler watering and feeding. Weather in So Cal is so mild that freezing temps are rare. House sitter friend kept plants going through two winters! But plants must be established. Former LA Times garden editor declared "seasons" in So Cal are determined by night time temps at garden workshops. He said it is mostly "spring" for 9 months a year - cool, but not cold.
