Better photo? Looks like it broke where the rung goes in. No real way for a repair that would handle the stress from rocking. I would use the good rocker as a template and cut one out of wood and replace the broken one.
We have a rocker with the same issue. I tried gluing it, that didn't work. Then I tried putting a little corrugated metal to hold the pieces together then gluing it again. Think I agree with the 1st suggestion and that is to remove the good rocker piece and use it to make a template to cut an entirely new one.
take the other rocker off and you have a chair.

Woodworker, cabinet maker or furniture builder will make a new one. Don't risk an accident with trying to repair the old one. They just don't have the needed strength to work.
I have a rocker that has a hole in the seat. I could re weave but not sure. Any other Ideas???
