Start by amending your soil with top soil,lime and peat's. Follow by seeding with starter fertilizer and cover with additional peat moss. Keep well watered until the grass seed has germinated.
I am by no means an expert, but when I bought my house some 16+ years ago, the house had not been lived in for a couple years. Hence the yards were a mess, and not much $ to work with. I rented a tiller and turned up the yard and leveled it. Then overseeded, added top soil and had a great lawn. If I were you, hire someone to rough up the existing soil and add in new top soil. Then overseed, add a layer of top soil then water accordingly. Hope this helps at least a tiny bit!
For an existing lawn use a slow release weed and feed in early spring like Scotts. Mid summer use a liquid hose end spray weed and feed like Spectracide. Also make sure you water the lawn deeply when no rain is predicted at least once a week. You want a deep root system which will choke out weeds.
Since I cannot do this work myself, I hired NaturaLawn of America to weed, feed and tend to what is required. Since I am a senior (and possibly if you ask them) my local NLA will allow you to pay in increments as long as the bill is pd. by the end of the season. Also, only have aeriation and feeding done every 2nd or 3rd yr. because of my limited income. Lawn still looks good. You never know what you can negotiate until you ask. Have negotiated with other companies as well; and, if they want the business, they'll work with you.
KEEP MOVING ON A REGULAR BASIS TO KILL THE WEEDS. tHE GRASS WILL LOVE YOU.
