I would leave it the color it is and add the fake bird nest material & bird from the dollar store or craft store. OR, I would paint it white and add flowers around the larger outer center circle.
I would paint the rays pewter or gunmetal grey, then Regoldify the circlular stuff with a thin foil and modpodge, and then attach small gold beads to select ray ends... I've attached pictures depicting the shades I envision. Thanks for audience. Cheers.

You can have such fun with this! I would go for either bronze or silver metallic spray paint for the outer section, and then 'tweek' the centre to suit the outer part. Another possibility would be pale blue or turquoise if you like a coastal feel, or a combination of yellow and orange for a sun-burst theme. I do like the idea of adding small beads, and would use that suggestion no matter what option I decided to take. A lot depends on what else is in its immediate vicinity. I do hope you will post some 'after' photographs.

if it were me i would take three to four colors from my home decor and paint the spikes those colors yes time consumming but thats the fun the center bright yellowish gold and beads on the rays tips not all but a random pattern

I think metallic would look great, or if you're going for a shabby chic look u can chalk paint it and then distress it a bit.

Rustoleum makes metallic paint in different metal colors! Check out their website, or visit your local hardware store. I think for this piece, something bright and shiny would give it the best splash!!

Well, this is my "new" wall hanging. Thanks to everyones help , I decided to spray paint it with metallic gold (Krylon premium 18kt gold) then glued tiny mirrors I found at Michael's. Love the finished product!!!
