Caulk paint then water based acrylic clear. Super easy. Holds up great. I did mine 2 years ago and still no problems. Start with black or white coat then use sea sponge to layer colors you want. You can buy small bottles at Walmart. It goes along way. Good luck!
I'm hesitant to paint tile, knife scratches etc. Had you thought about removing the old grout and replacing with a more complimentary color. Tedious work but not hard or expensive to do and would definitely hold up better than paint. You could also remove a few tiles and replace them with decorative or contrasting color to break up the ocean of blue on the counter.
That's what I figured too. Lol.
I did mine many years ago and it wasn't hard.Clean, sand lightly and choose whatever mix of colors you want. Most important is using non yellowing polyurethane , several coats sanding and drying well between each.Mine held up nicely and received many compliments. You can use rolled up sock or sponge for design.
