What would work better? Grout or caulk?

we had a new porcelain tile floor installed in our foyet two years ago. The installer used grout between the bottom of our steps, which are wood, and the tile. It has, subsequently, begun to chip out. I was thinking about it and wondered if xCohock would work better since it isnt brittle and can take a bit of movement from season to season. (Contraction : expansion) Anyone have a similar problem? I can't put molding over it because the bottom step is curved and it would not look right . Thanks
