cheap hairspray and then wash as usual. Always worked for me.
Rubbing alcohol, and then wash. Works every time.

if it a gel ink style pen, use carpet cleaner.
I've used hydrogen peroxide, hairspray, and rubbing alcohol (each worked great)! So If one doesn't work, try another.
Aerosol hairspray is the safest thing to use. Just spray some on and blot it off with a paper towel and wash as usual. Peroxide can damage some fabrics and/or dyes. Go for the safest thing first.
It is alcohol in the hairspray that works. Use rubbing alcohol without all the spray residue!

I use Hydrogin peroxide and BLUE dawn dish soap. It has to be the BLUE dawn. Use ratio of 2 peroxide to 1 dawn. I make a big bottle up of it and store it under the sink. then just put some in a plastic tub and put the blouse or whatever you have in it. Just let it sit and every so often stir it up. Let soak till it's white or gone even if it takes overnight! This works for ALL stains, blood, ink, tomato sauces etc. I have not found anything it does not remove if your patient!!!

When I worked at a high school, I found a product called Carbona that worked very well for me. They have specific products for stains such as: ink, ketchup, oil, etc. as well as a prewash treatment that works very well. I use these products a lot.
