Prep is the key not the paint. Lightly sand to remove any gloss. Prime with a stain blocking primer like Zinsser 123. Then paint with your color. Seal with at least three coats with a water based polyurethane. Use a small foam roller and foam brush for a smooth finish. Some use chalk paint where no prep is needed.
I'm a huge fan of chalk paint. It gives me the least headache. No prep and looks wonderful.

Pure and Original is amazing! no latex or acrylic so conditions arent a problem. I painted this on my back porch whole it was STORMING outside. No gummy gooey mess, and the adhesion is AMAZING! http://www.thatsweettealife.com/2017/04/how-paint-shade-pure-and-original-classico.html
