You can cut the burlap into teardrop petal shapes. Then soak them in a mixture of half white glue and water. Place them on an upside down egg carton (plastic kind) to dry. Once dry you can use glue or double sticky tape or wire to wrap them around a wire. Bend the end of the wire into a loop and wrap it with a thin strip of the same burlap. Then add your petals.
