An outdoor plastic tablecloth
will take less than 1 hour to wire brush it and spray paint it.
First, GREAT table! Next, I would take the time to wirebrush it, then clean, let dry and paint. It will last much longer and prohibit further rust damage. To replace that size table will cost a pretty penny. For a quick fix - as already suggested, a flannel back tablecloth or fabric tablecloth will do. I have lots of tablecloths that have been collected over the years. Always a fun way to to brighten things up or go with a party theme. After you have painted a nice runner or several runners would also add a festive touch.
I agree, it is worth a few minute to wire brush the rust away and a can of spray paint would do the trick.
So you want to do something to your table, but you don't want to actually do anything to your table ? Under these conditions the best that I can suggest is that you simply close your eyes !

Rustoleum makes a spray paint, that incorporates rust back into the metal.
"RUST-OLEUM RUST REFORMER".
You want to give it a light once over with a wire brush to remove to loose dust and debris. I painted a junk wrought iron head board and it has looked great for years. I have many more projects in mind. It's a bit pricey, but worth it!

Measure your table top, head to a glass shop and have a piece cut that will fit exactly. You will see through the glass o your "rustic" table. 😜
I have two suggestions, but first you will have to brush the table over using a wire brush and spray or paint the table using a rust gard paint. 1. use wood to make a wooden top. An old door can be used instead if you don't have any wood big in enough laying around, but then there's cutting and sanding involved plus painting also. 2. Draditional mosaics might be your best option, then again you will have to brush the table over with a wire brush. and spray or paint the table using a rust gard paint. If you don't like the mess of tile grout place square tiles on top that way you won't have to use any tile grout but you may have to cut the ends of a few with a tile nipper so they fit in. You can buy via internet, plastic table cloths that have elastic all around - fits the table snugly so it won't blow off etc. They look great!
Roberta's suggestion is spot on. To get rid of the loose paint and rust, get a high power hose attachment, and blast it first. Let it dry, then use the product Roberta recommended, top notch suggestion.
Home Depot has PVC in sheets it is used to resurface showers it is white and is fairly inexpencieve . I think that you table and chairs are beautiful and really should be wire brushed and painted. A set like that is expencieve to replace.
Put pallet wood over it, cut to shape, secure it, stain it, enjoy it.
