I would try an epoxy for outdoor use.
Yes even though the E6000 is waterproof, it dries a bit gooey, sort of, like can be peeled off like the stuff they use on labels on some items, so not sure but you can try it, it is strong, just can possibly stretch if the item has heavy pieces. It makes a great fabric glue, jewelry, craft, etc.
I think you could add some wire very easily to hold the three pieces together. It can be fairly fine wire, there are many colored wires in craft/jewelry supply places. I would start with winding a wire at the top around the base of the knob, a few times, bring the wire down to the bottom glass piece, bend it to go under the bottom dish and back up the other side, symmetrical/parallel with the first vertical wire run. Twist that end of wire around the knob with the other end of wire. I'm thinking, if your wire is thin enough, you could repeat this a few times around the knob/lid, almost like a merry-go-round shape. Thick, clear fishing line could also work, but it is a pain to knot, unless you add strong, exterior glue over the knot to keep it from sliding. The side vertical wires/lines might also help keep some of the bigger greedy birds out!
I would advise taking it indoors in a heavy rain as accumulated water in the bottom dish might cause the glue to peel. It's very beautiful! Good Luck!
Use GE Silicon II. It will hold heavy glass, set up fast and holds up perfectly outdoors. You can get it at Wal Mart in the caulk section for under $4 a tube
Use Marine glue, is for outdoor projects.
