After the last time they flowered did you leave the leaves on?Bulbs feed off of them.
Also, they may have sunk too deep into the soil. Mine did that and didn't bloom so I had to pull them out and replant them with the neck above the soil.
Thank you for this subject, had the same problem, only green leaves, this time 3 little tiny tulips. Advice from my father, RIP, take the bulbs out, remove the little tiny side bulbs, what I will do after blooming.
Bulbs multiply by growing little bulbletts next to the main bulb. Every 5-7 years or so it helps to dig them up and separate them-- this will get you even more tulips. :-) When you replant throw in a little bone meal. I find it best to do this is in the fall or after the leaves have died back. but you can do it any time. Cut off any flower heads but leave as much green as possible- (as it dies back it feeds the bulbs). Plant those little guys no deeper than 2times the height of the bulb. Happy digging. Next spring will be great!!!
