Try applying a paste of baking soda and vinegar. Mix 1 part baking soda to 3 parts vinegar in a bowl or bucket to make a paste. Apply the paste to the caulk, scrubbing gently with a toothbrush.
Take off the old caulk, clean well with bleach, spray a mildew resisting spray, and recaulk.. there is no other way to get rid of the mildew.
sCut strips of paper towels spray with straight bleach until saturated and adhere to caulking. You can leave overnight or for couple hours then remove paper towels strips. Caulk should be sparkling white. (Fill a small spray bottle with bleach)

I would suspect the incorrect caulking was used. You need to use Silicone caulk in wet areas so remove the existing caulk clean the area with vinegar, rubbing alcohol and distilled water (1 Cup White Vinegar1/2 cup alcohol and 1 cup distilled water) allow to dry thoroughly before putting in new caulk.
i agree i know it sucks thinking of having to remove it but a silicone caulk is used in showers ,tubs etc.
