I think t depends on how big you want the wreath.. I have seen posts that use 1 or you can piece more than that together for something bigger.
Depending on size. One pool noodle should make at least a 16-inch wreath.
To me, the hardest part is getting the circle to hold shape while the glue dries. The thinner noodles are easier to work with than the thicker. I untwisted a metal clothes hanger, straightened it out, then threaded it through the noodle. Then I curled the noodle around with the hanger in it. I cut off part of the noodle so that I had enough clothes hanger left to twist back together including a loop for hanging. I still used some glue for porous materials, but the metal hanger is what held it together. You may want to consider making wreaths for other holidays and seasons. The pool noodles are very durable.
