What are the chairs made of???
If they are wood, I would use primer first then a couple coats of valspar cabinet paint, lightly sand and then a coat or two of polyurethane or polycrylic. If they are metal, there are some really beautiful sprays for metal furniture in both metal and regular finishes. I would still prime and usu a top coat. You could use tissue or decorative paper and mod podge then a poly top coat. Have fun and let us know what you decide.
