I would spray with something to kill plants/grass, Put down landscaping fabric across area to be beach before adding sand. That way you aren't weeding forever. Scrubs and tree starts will try to invade the area, at least thats what happens at the real beach.
Do you already have a pool? How big is your yard? Just a small area or the entire back yard? Do you live near a beach because if you choose to plant beach type fauna it would help to be near saltwater. There are a million ideas... just need more details.
