How can I light a bookcase from above?

You can use rope lighting like this HOmetlaker does in her kitchen, just apply it to above your bookcase instead-
You can go to IKEA. They have numerous types of lighting for bookcases that are reasonably priced.
Stick on light bars. We use them in our closets
You can get the cheap battery lights at dollar stores that actually look pretty decent and fix them to the top of the shelves and some will work with rechargeable batteries as well, but check that first to be sure not all will work with those for some reason
Round battery operated lights you can find at the dollar store. They install with double sided tape and can be unscrewed to replace batteries. U just give them a little tap to turn on. I use these over my counter tops in the kitchen for extra light. But I also think rope LED lights would be nice.
