Clean to make sure it is dust free and completely dry. Then use a good primer (I like Kilz products), and let dry and then paint to your desired color. Will take 2 to 3 coats to go from brown to white. Light thin coats are better than thick gloppy coats.
I agree with Naomie! But I would lightly sand to remove any gloss then prime with a stain blocking primer. Use a small foam roller and foam brush for a smooth finish.
