I would recommend that you first remove all loose rust with a steal brush, and then treat pitted metal with phosphoric acid. Be sure to read the instructions as the metal needs to be fairly warm to hot for the best results. Once that dries (cures) then you can use a paint designed for metal surfaces. As for a specific paint brand, there too many to just recommend a couple. Please note that after the application of the phosphoric acid, the metal will turn black or almost black, assuming it is iron based. Once you have done all of this, then I would recommend that you might possibly apply a clear coat to seal everything up. Hope this helps.
