lightly sand,clean,prime with Kilz or zinger primer,allow to dry,paint allow to dry and seal with a few coats of ploycrylic sealer.Make sure you use a foam roller as My Mr. William would say....
I agree! That's Zinsser 123 primer. A foam roller and foam brush will give a smooth finish.
