Instead of focusing on the hole you need, why not hang many smaller things around the area?
Or find an old picture frame to meet your size requirements and a much much larger one (to fit the outer space), paint them in a weather proof paint and then hang pots of plants in between the frames.

I found a few old trellis's under and around this house when we bought it. I thought I would use them for the rose bush, but it was to large and after awhile they looked trashy leaning up against the house. So I tilted them and hung them on the side as a decorative option. So it looked more artful than just laying on the ground. Even if you used a trellis and put a fake vine on it, would work .
I love your pot idea, I have something like that lining the side of the house where the drive way is, Its the north side and needs shade loving plants. In the summer it looks nice, I have different pot, sizes and colors. It is my one joy in the summer.
A trellis with a vine (clematis? honeysuckle?) would be easy, not permanent
and look lovely.
Another idea is to just paint the electrical box the same color as your siding and make it blend in so it is not as noticeable. Be sure to check with your electric company first to make sure they allow it.

I bought a long shutter with a primitive angel on the top and covered mine. Worked like a charm. I took brick to my local hardware store and had paint matched to disguise various pipes sticking out around the house. that worked pretty well. They are there, but the eye isn't drawn to them immediatel. My next cover up will be the AC unit. I know it needs to breath, but it's visible from 3 angles and is hanging out there. I have an idea of disassembling a couple of old adirondack chairs and chalk painting them. I'm focusing on exterior eyesores too. thought I'd share what I'm doing to see if it might help. Good luck!
