It may be dirty water backup from the drain. Dirty water backs up the drain. when the water slowly drains it leaves some of the dirt behind. Turn on the sink and flush the toilet at the same time and see of the drain backs up.
Clean the tub and dry. Lay a bed sheet in the bottom of the tub for a few days and see if any "soot" gets on the sheet and not the tub. The object is to isolate where the "soot" is coming from.
I am wondering what kind of heat you have in the house as some kinds of heat will have soot circulating in the air. My parents had a wood burning furnace and now we have a fireplace and sometimes there are fine particles in the air from them. My aunt had a furnace that wasn't working properly and it was filling the house with a fine soot. After we discovered the problem, we found out how bad the walls were, but we only really saw it on the flat light colored surfaces at first.
Can you clean out the fan? It could be dust dropping off fan when you have it running. Since tub is white soot is more visible!
Is the faucet turning off completely. There are washers in the faucet cartridges. They may be breaking down. An intermittent drip from the faucet could cause the rubber to form in the tub as a fine powder.
