If it's fabric you can use fabric paint. You might even try dye. If the shade has a fabric surface with a plastic like back you can even paint the back side. Success may depend on not only what it's made of but the current color and the color you want it.
Mine was fabric on the outside , so i just painted it with emulsion paint
Paint or Rit Dye. Spray or brush it on.
I painted mine with three coats of chalk paint!
Keep in mind that painting a shade will reduce the amount of light that shines through it. Also, depending on the lining of the shade, the light being emitted from the lamp may also take on the color of the paint that has been added.
