Instead of going through all of that work ,look into the countertop and tile restoration from Rustoleum.
I agree with Janet! Rustoleum Countertop paint kit or Giani Countertop kit. The look of stone sells better. Prep, cost, time, would be equal to tile and you get a better look. Some buyers may not like the look of the tile you choose or tile at all.
Yes, you can apply tile (or stone) over Formica. Remove any metal strips and sand finish off of formica. Glue and clamp any loose spots. Tile as usual. :)
You can also lift off the entire counter and backsplash and have a stone, laminate, or corian counter top installied directly onto your cabinets and walls.

Since you are going cheap, replace with another Formica counter-top. You still wont get top dollar!
Unless the base of your countertops are on 3/4" plywood tops, Formica countertops are not generally sturdy enough to support tile work. You would also need to install cement backer/Wonder board over the Formica to give you a stable base to minimize potential cracking and grout problems. Solid surface countertops replacement is probably best bet.
