Is the anchor going to be decorative? You would probably have to use a wire brush to get some of the really loose stuff off. I watch "Flea Market Flip" and sometimes they remove just the loosest stuff and then spray seal the rest to keep the patina.

Soak it in vinegar. Check every couple hours. When the rust is gone, scrub it down real good and dry it completely. If you leave it too long, it will begin to eat away the clean metal and leave pits.
this is also good for cleaning up yard tools.
You can even use Coke as it contains phosphoric acid which is an ingredient in some commercial rust-removal formulas. Wow, makes me not want to drink it again too!
Scary that Coke can do this. Not sure if I'd use that or get a rust removal product instead. Thanks for the suggestion though.
brush it on, wait about 5min and use soft wire brush to remove rust. Then oil metal afterward. wear rubber gloves and long sleeve old clothes
