3M Command hooks.
yes, use the command hook if the item is not to heavy. The problem with lath and plaster wall's is their temperature. The hooks dont like to stick to cold walls. I use my blow dryer and warm the area first before pressing the tab on the wall. So far so good .
If the house is old enough, there might be a ceiling rail that used to be used for hanging pictures.
If you have to drill holes in the walls, put tape on the area where the hole will go. Use the smallest masonry bit you can (plaster is really more like concrete) to drill the pilot hole and put a screw in the wall. Use the smallest diameter screw that will hold your picture. The masonry bit should match the diameter of the screw minus the threads. If you do this, don't plan on moving your hung items around, because the holes can grow when you take the screw out and become difficult to repair.
An alternative is to hang a picture rail all the way around the room. Then you have the option to move things around.
I just use regular picture hooks and nail. Small holes are easily fixable,
