How can I remove wallpaper that has been painted with latex paint?

A bit of extra work, but totally doable! First, use a wire brush to loosen the paint. Then use wallpaper stripper or a mix of vinegar, water, and fabric softener in a spray bottle. Use a 3 in 1 scraping tool, after setting generously, and that should work!
